Peter’s qualifications

Commercial-vehicle experience, from shop to road to field.

Peter F. Hill is a second-generation transportation professional with approximately 15 years of combined experience working with commercial vehicles and heavy equipment in commercial driving, heavy-haul operations, shop-based diesel maintenance, fleet operations, recovery, and owner-operator work. Heavy-haul experience is the foundation for this consulting practice; AFS provides technical consulting and case support.

His documented background includes shop and field diagnostics, maintenance scheduling and repair records for fleets of up to 60 tractors, 9-axle and oversize heavy-haul operations, and heavy-wrecker recovery work.

His experience also includes heavy-truck accident investigations, post-incident vehicle examination, and technical evidence review.

Consulting and case support

Start with the technical question.

Focused support for vehicle and fleet matters, grounded in commercial-vehicle diagnostics, heavy-equipment work, and maintenance experience.

Maintenance and inspection compliance

Review Part 396-related inspection, repair, and maintenance records; reported defects; annual inspection history; shop documentation; and whether follow-up actions align with the available evidence and stated practices.

Truck mechanical systems and maintenance

Assess whether a defect or neglected repair—such as a brake, steering, tire, suspension, or lighting problem—contributed to the crash, and what inspections or repairs should have found.

Accident investigation and timelines

Review post-incident vehicle condition, photographs, damaged components, repair and inspection records, driver reports, ECM/ELD or telematics data, and event timelines to identify technical issues and evidence gaps.

Fleet operations and securement

Analyze flatbed, lowboy, RGN, Landoll, load securement, oversize/overweight, route, permit, pilot-car, crane/boom, and multi-axle operating issues.

ELD, telematics, and vehicle data

Review ELD records, edit and annotation histories, and unassigned driving events alongside GPS/telematics, dispatch, and engine data to identify inconsistencies in duty time, location, or vehicle operation.

Reports and case preparation

Develop technical chronologies, identify issues, explain vehicle systems, organize evidence, prepare clear reports, and assist counsel with case preparation.

Mission and professional ethics

Our mission is to use hard-earned commercial-vehicle experience to make transportation safer through independent, ethical, evidence-based analysis—reporting what the facts support, even when the answer is difficult or inconvenient.

From trucking to safety-focused consulting.

Peter began in trucking through a family tradition and built his experience from the ground up: driving over the road, operating heavy-haul combinations, working in shops and in the field, repairing commercial vehicles and heavy equipment, supporting fleet operations, handling recovery work, and building AFS LLC.

Over the years, he watched the industry change. Trucks became more electronically controlled and technically complex. Diagnostic technology, emissions systems, documentation, and compliance requirements expanded. At the same time, production pressure, cost decisions, maintenance culture, and communication between drivers, shops, and management continued to influence whether defects were corrected early or allowed to become larger safety problems.

AFS is transitioning that broad experience into consulting so it can be used earlier and more widely—to help attorneys understand technical evidence, help fleets recognize risk, help decision-makers separate sound repairs from shortcuts, and support safer commercial-vehicle practices.

Truth before advocacyConclusions follow the evidence, not the preferred outcome of the retaining party.
IndependenceThe technical analysis should remain the same regardless of who requests it.
TransparencyObservations, reported facts, assumptions, opinions, sources, and limitations are identified clearly.
Safety over convenienceCommercial pressure, schedule, or cost should never replace sound mechanical judgment.

Clear scope. Careful review.

A straightforward review process.

Each matter is scoped to the question, available material, and requested work. Conclusions identify the facts reviewed, the analysis performed, and any limits in the evidence.

  1. 01Confirm fit and scopeDiscuss the technical question, requested work, timing, and materials available for review.
  2. 02Review the evidenceOrganize records, photographs, component information, and timelines; distinguish observations from assumptions.
  3. 03Explain findings and limitsProvide clear technical analysis and identify what the evidence supports, what it does not, and what remains unanswered.
